Concern grows over delay in completion of Gandhi bridge

YINGKIONG, Jan 27: Tuting-Yingkiong legislator Alo Libang expressed serious concern over delay in completion of Gandhi Bridge over Siang river connecting the district headquarters with Tuting, Gelling, Migging and Jengging circles and sub-divisions of the district located in right bank of the river. He expressed this concern during his inspection of the bridge construction work on January 25.

Libang, who inspected the construction works recently, asked the PWD to complete the bridge within June-July 2014 since the project is a time bound one funded under NLCPR. The bridge was scheduled to be complete in December 2013, he informed.

While responding to the MLA, Executive Engineer (PWD) Tani Taki said that the construction has been delayed due to non-release of remaining fund. The authority has released fund for the year 2011-12 only and remaining funds for the year 2012-13 and 2013-14 have not been released. Out of the total estimated cost of Rs. 48.43 crore the constructing agency TPG Infra-project, a Kolkata based company, has received payment of Rs. 27 crore only during 2011-12. He stressed on early release of remaining fund for completion of the bridge.

Authority to act tough against lab technicians in EK

ITANAGAR, Jan 27: All laboratory technicians practicing in private laboratories in East Kameng district will be required to produce training certificate on QBC. It was resolved in a meeting held in the office chamber of the District Medical Officer (DMO), East Kameng district today in view of the alleged false test reports of Malaria, TB, Typhoid etc by those laboratory technicians, informed All East Kameng Students’ Union (AEKSU).

The meeting attended by president, general secretary and art & culture-cum-chairman of laboratory technician enquiry committee of AEKSU, representative of EKSWCO, East Kameng Chemists and Druggists Association, all laboratory technicians of Seppa township, DRCHO Kaya Lapung, DVBDCO Dr. Dirang Pizi, Dr. Kopi Gyadi, further resolved that QBC tests should be conducted under the strict supervision of expert government pathologists. Further, the vigilance committee constituted by the East Kameng DC and DMO will function effectively for cross-examination of test reports headed by experts; and the MP slides, QBC capillary should be kept for one week for cross-examination by the team.

 

AACWA bandh deferred, 24-hr Capital bandh on Feb 7

ITANAGAR, Jan 27: The 12 hours bandh call proposed by All Arunachal Contractors’ Welfare Association (AACWA) on Jan 28 has been cancelled and a 24 hours Capital bandh has been fixed on February 7 next.

In a release, it said that the deferring of the bandh was necessitated due to written request submitted by ANSU and others as ANSU is celebrating its foundation day on Jan 28 next.

 

NSUI state unit to participate in all India hunger strike

ITANAGAR, Jan 27: The National Students’ Union of India (NSUI) has announced a 24-hour all India hunger strike agitation starting from January 28 demanding six anti-corruption bills in the Parliament.

NSUI state unit president Tanu Nima informed that that the movement would be followed in Arunachal as well alongwith the rest of the nation. NSUI would organize a signature campaign for two days along with a 24 hour long national hunger strike.

The six bills – Whistle Blowers Protection Bill – 2011, the Judicial Standards and Accountability Bill – 2010, the Rights of Citizens for Time Bound Delivery of Goods and Services and Redressal of their Grievances Bill – 2011, Prevention of Corruption (Amendment) Bill – 2013, the Public Procurement Bill, 2012 and the Prevention of Bribery of Foreign Public Officials and Officials of Public International Organizations Bill – 2011 are waiting to be passed for some time now.

 

CYO expresses concern over stray animal

ITANAGAR, Jan 27: The Capital Youth Organization (CYO) has written to capital complex deputy commissioner drawing his attention towards the problems being created by stray animals which are roaming freely in the roads of capital. CYO informed that most of the life threatening accident happens in capital due to stray animals.

 “Even though DA implements eviction drive against stray animals but still we can see hordes of them roaming in NH52 (A) and sector roads. They are becoming nuisance for everyone. We appeal authorities to carry out eviction drive on monthly basis and take urgent step to address this problem,” stated CYO President Bengia Nachung.

 

Union appeals AdiSU to defer bandh call

ITANAGAR, Jan 27: The All Bori Students Union (ABSU) today appealed to the AdiSU to defer its proposed 24 hours bandh call on 31st January saying the bandh would disrupt the preparation of upcoming Donggin festival of the community slated from 2nd to 5th February next. The Donggin festival is celebrated at various parts of Bori (Adi) community inhabitant areas.

AdiSu declared 24 hours bandh in East, West and Upper Siang  districts protesting against the proposed public hearing for 27000 MW Lower Siang Hydro Electric Project on 31st January. The union demanded for immediate cancellation of the public hearing terming the hearing as illegal and arbitrary.

 

Shop gutted down

ITANAGAR, Jan 27: A RCC hardware shop at Banderdewa run by Om Prakash Pachav was completely burnt down on Jan 24 midnight. Hearing of the news, the CO along with Councilor (ward no.30) visited the spot to access the damage caused. According to the report of the preliminary enquiry, the cause of the fire accident was short circuit and a rough estimation of Rs 30-35 lakhs is said to be lost in the fire accident.

 

Houses burnt to ashes

ITANAGAR, Jan 27: Informing of a fire incident at Ngoleko village under Pakke Kessang administrative circle of East Kameng district where a house owned by GPM Rajo Techi was burnt down to ashes along with two associated kitchen sheds of Yatik Techi, wife of late Tekyh Techi and her daughter in law, the All Pakke Kessang Pijeriang Dising Passo Seijosa Students’ Union (APPDSSU) has called upon the district administration  and the relief and rehabilitation department to provide necessary relief facilities to the fire victims.

It further informed that the precious local ornaments of the victims worth around 37 lakhs were completely burnt down and they are now homeless and living in a tent nearby.

 

‘Poorvottar Darshan’  

ITANAGAR, Jan 27: Altogether 64 students from all over the country are on an 11 days tour to all the eight North Eastern state from Jan 18 last. Of these, 20 are visiting various parts of Arunachal Pradesh.

The tour named ‘Poorvottar Darshan’ has been organized under the banner of Students’ Experience in Interstate Living (SEIL) initiated by Akhil Bhartiya Vidyarthi Parishad (ABVP).

The programme is aimed at letting the students get acquainted with the people and practices of the region and to tell people about the true identity of the North East Region.

 

Training on pension rules and retirement benefits

ITANAGAR, Jan 27: As many as 30 officials from various HoDs at AP Civil Secretariat Administration are participating in a weeklong Training Programme on Pension Rules & Retirement Benefits which began at ATI, Naharlagun today.

Attending its inaugural session, Director, Training, Pema Tsetan pointed out that the training is targeted to re-orient and equip the officers in speedy disposal of pension cases as well as to benefit the sponsorship department.

Deputy director, Training, Pate Marik highlighting the pension rules to the participants pointed out that the course has been designed to help the participants brush up their existing knowledge.

Governor urges people to root out corruption

ITANAGAR, Jan 27: Along with the rest of the Nation Arunachal Pradesh celebrated the 65th Republic Day in a befitting manner throughout the state.

Unfurling the national flag on Republic Day at I G Park here, Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma exhorted the people to root out corruption and criminal activities from the state.

In his maiden address to the people, the Governor urged the youths and their mentors to ensure that the energy of the youth was not diverted towards disruption.

"The true essence of a mature democracy is by way of discussion, debate and dissension and not by disruption.

"We must re-dedicate ourselves on this day to the peaceful realisation of the dream that had inspired the captains and soldiers of our freedom struggle, the dream of establishing a classless, co-operative, free and egalitarian society," he said.

Sharma said the government's priority was to strengthen the people politically, socially and economically. With this in mind it has initiated steps in four core areas -- development of natural resources, human resources, infrastructure and institutional.

This was aimed at sustainable and balanced growth with equity to achieve the long-cherished goal of inclusive growth during the 12th plan and beyond with a commitment for a "people first" and "development through culture of governance", he said.

Referring to the law and order scenario in the state, he said it was under control except for 13 encounters with underground elements in the disturbed areas in which 10 rebels were killed, 87 others arrested and large cache of arms and ammunitions were seized.

Special emphasis has been laid on women's safety and investigation of offences against women. A women police station has been started at Itanagar and for the first time 20 women sub-inspectors and 180 women constables were recruited, he said.

The Governor said the state government has laid special emphasis on connecting 22 unconnected administrative centres, providing drinking water facilities, construction of porter tracks, log bridges and foot suspension bridges for locals and security forces as Arunachal Pradesh has a long international border with China, Myanmar and Bhutan and the development of nearby areas was important.

Other highlights of the programme included announcement of the list of state awardees by the Chief Secretary, march past by parade contingents and school students, presentation of colorful cultural programmes by school students and cultural troupes representing various tribes of the state and presentation of tableaus by different departments.

At Yupia, Deputy Commissioner Pige Ligu unfurled the  tri-color on the occasion. While addressing the  gatherings including Govt staff and PR leaders,  the DC highlighted many new developmental programmes introduced by the  state Govt  for the benefit of people of  the state in general and Papum pare district in particular. He informed that first passenger train service to the land of rising Sun is expected by April next.  Guard of Honour by ITBP Jawans, colourful cultural programme  presented by school children and cultural troupes were part of the  celebration.

At Sagalee, the  tri-color was hoisted by ADC Jalash Pertin on the occasion of the Republic Day celebration. Addressing the gathering, he appealed to the people of Sagalee not to obstruct the on-going progress of Trans-Arunachal Highway that passes through Sagalee. Highlighting the developmental activities being taken up to make Sagalee a model constituency, he urged all heads of offices to be punctual and dedicated to their assigned duties by staying at Sagalee. He appealed them to attend public services sincerely else disciplinary action shall be initiated as per CCS Rules.

 The people of Upper Siang district also celebrated the 65th Republic Day  with great enthusiasm at various parts of the  district. At Yingkiong, unfurling the tri-colour Deputy Commissioner L Borang briefly announced  various achievements during the last and current financial by the respective departments in the district. The major achievements in the district he announced included 50 bedded Hospital building at Yingkiong, establishment of Govt Model College at Geku, construction of VKV School building at Ramsing, CM's Talent Awards etc. He appealed people to cooperate in campaign against drug addict, selling of opium and root out all such evils from society and appreciated the Yingkiong Women Welfare Society who have taken bold steps to eliminate the menace. The Deputy Commissioner distributed lap top to 40 meritorious students under CM's Talent Awards.

MLA Alo Libang inaugurated the Exhibition. Other highlights of the  programme included commendation certificate to Lajji K.P. BRTF personnel who saved the life of Kangkeng Teng from drowning in deep tank.

AT Mariyang, Parliamentary Secretary, Education, Law and Judiciary J.K. Panggeng unfurled the national flag. While addressing the public on the occasion, Panggeng announced the achievements of the Tuki-led government in the state in general and Mariyang- Geku in particular and appealed all the public leaders and PRI members to cooperate the government to achieve more and more developments in the area.

At Bomdila, participating at the 65th Republic Day celebration at district headquarters Bomdila, Deputy Commissioner A K Singh dealt at length on the Chief Minister’s flagship programme driving home its importance and necessity for the welfare of the people and for the all-round development of the state.

The DC  gave a clarion call to the youths of the district to shoulder the responsibility of ensuring all-round development which would go a long way in propelling the district to newer heights of achievement and to foster the feeling of oneness. He also called upon the people to be equal partners in the development of the district.

Among others, local Legislator cum Parliamentary Secretary (HPD) R T Khunjuju, Commander 351-(5-Mtn Div), CO 8-JAKLI, Ex-minister Japu Deru, ex-Army Servicemen and a host of public  and PRI members attended the day long programme.  

At Changlang, the 65th Republic Day was celebrated at Changlang district Headquarter with pomp and gaiety. Unfurling the tri-colour, the Deputy Commissioner Chanchal Yadav, while lauding the elected representatives of the district and state for taking up number of initiatives on various fronts, said that the state Govt has formulated many important policies responding to the need and aspirations of people particularly in the field of skill development and employment generation.

She highlighted that the four most important roads in the district namely, Changlang-Margherita road, Namchik-Kharsang-Miao road, Jairampur-Nampong-Pangsau Pass road and Miao-Vijoynagar road will alter the fate the district after its completion. Speaking on the problems of drug menace in the district, she enthusiastically informed that all the 23 villages of Manmao circle have resolved for zero opium cultivation and consumption.  According to reports received, the R-day was also celebrated at Manmao, Khimyang and Yatdam circle in befitting manner.

BJP: The Arunachal Pradesh Bharatiya Janata Party (BJP) celebrated the 65th Republic Day at the state Party HQ, Itanagar. After hoisting the national flag on the occasion, state BJP general secretary Dominic Tadar exhorted the party cadres to follow the principles and ideology of those freedom fighters who laid down their lives for mother India and take inspiration from past history of our country.  Large number of party leaders and karyakartas including party spokesman Techi Necha took part in the celebration.

At Aalo, West Siang Deputy Commissioner M K Sahoo unfurled the National Flag at Aalo General Football ground on the occasion of Republic day. Speaking on the occasion, Sahoo said  “Though the process of development started late in Arunachal Pradesh, it is at the threshold of development under the leadership of CM Nabam Tuki.”  Highlighted the flagship programme of the state Govt, he appealed to all implementing agencies to execute the Govt schemes in the right direction to improve the condition of common people.

At Yomcha,  Emar Ete unfurled the national flag and appealed the people of Yomcha sub-division to cooperate with the government for overall development of the area. He urged all government officials of Yomcha sub-division to lunch all poverty alleviation and states flagship programmes judiciously for the benefit of that area.

At Bagra, M. Kaki, Circle Officer Aalo unfurled the ceremonial flag and sought the cooperation of the people in shaping the destiny of the new circle.

At Pasighat, Deputy Commissioner Nidhi Srivastava unfurled the National Tricolor on Republic Day. In her address she highlighted the achievements of the government and particularly mentioned the initiatives taken by the government in the field of education, health, rural development, agriculture and road connectivity etc under various state and central government sponsored schemes.

The DC gave away the Rastrapati Scouts and Guide Award to five students, State Award (Silver Medals) to Jayanti Pertin (CO), Obi Pait (SIS), Montu Moyong (JT), Kaling Ering (JT) and Bronze Medal to Takut Dabii, and Tapa Darang (AT) and Certificate of Appreciation to few persons for their outstanding services and also presented awards to the achievers on the occasion. Among others, SP Pushpendra Kumar, Chief Councilor Denong Tamuk, ZPC Kaling Dai, many retired officers,  prominent leaders were present on the occasion.

JNV Kombo West Siang also celebrated the 65th Republic Day in presence of Tomi Doke, Deputy Director of School Education, Bamin Loyi, Block Education Officer Aalo East, school students and faculties. Speaking on the occasion, Doke  highlighted the importance of  the R day celebration.  Among others, Principal  R.K. Rai also spoke on the occasion.

At Jairampur, the Republic Day was observed with great pomp and gaiety at Jairampur Sub-Division. While unfurling the National Tri-Color on the occasion, Addl. Deputy Commissioner Kento Riba spoke about the all-round development and progress of Arunachal Pradesh that it has witnessed in the last few years.  

The programme included the awarding of silver medal along with certificates from the Director General of Census, Government of India to three teachers from the sub-division namely, O.M. Gujjar, Chopi Sena and  R C Gogoi  by ADC Jairampur for their outstanding services rendered during population census 2011.

 At Lathao Administrative Circle in Lohit district,  the Republic Day was celebrated at GHSS Playground in a befitting manner amidst huge gathering of govt. officers, teachers, GBs, PRI members, students and the general  people of Lathao circle.

Circle Officer R. Karlo unfurled the tri-color  and highlighted the  development activities  in tourism, education, health and many other  sectors that have been witnessed by the circle.

At Ziro, the national flag was unfurled by Lower  Subansiri  Deputy Commissioner Marnya Ete at Subansiri stadium on the occasion of the 65th Republic Day celebrations. Addressing the huge gathering of public, school children, HoDs, Goan Buras and PRI members Ete emphasized on collective and cooperative effort from people from all walks of life to accelerate the development initiatives of the state government. He exhorted the youths to  keep away from drugs and invest their energies for the betterment of the society.

On the occasion President Medals of Census of India 2011 were awarded to the officers and officials in recognition of their outstanding zeal and high quality of service rendered. Commendation certificates were also given to V. Krishnan JE(Civil) and Krishnan Kumar, JE(Civil) of 119 RCC(GREF) for their dedication and sincerity in high quality performance in connection with laying of resurfacing carpet on Kimim-Ziro road. H/C Sumnyan,2nd BN AAP BN Ziro, Ct. Michi Tago, PS Ziro, Ct. Tamo Tatung, RPL Ziro were also awarded commendation certificates by the District Administration for their best service rendered. Laptops were also distributed to students under the CM’s Talent Awards.

The 65th Republic Day was celebrated with great enthusiasm all over the Tirap district. Tirap DC, Kamlesh Joshi ceremonially unfurled the national flag amidst  huge gathering. Speaking on the occasion Joshi highlighted the development initiatives in Tirap district and asked the people to provide full cooperation to the government. The chief guest further said that the peace was pre-requisite for development and told the gathering that due to effective counter insurgency operation conducted by the security forces the violence perpetrated  by the insurgents had greatly reduced. He deeply regretted the killing of 2 innocent civilians at Hollam village. Local MLA K Lowang, ZPC, SP, CO AR, CO CRPF and others   were present the occasion.

The 65th Republic day was celebrated at Arunachal Bhawan, Kolkata amidst gathering of staff members, student from Arunachal pursuing higher and vocational education in Kolkata. Bijoy Talukdar, Deputy Resident Commissioner, while unfurling national flag highlighted the various  schemes  and achievement of state.

At Tezu,  Lohit Deputy Commissioner Rajeev Takuk unfurled the National Flag at Jubilee Ground, Tezu amidst huge gathering of Govt officials and public.  Addressing the gathering on the occasion, Takuk said  “Arunachal Pradesh is in a position to reckon itself as a developed state because of the visionary and able Government that the State has now.”

Many developmental achievements were highlighted by the Deputy Commissioner. Acknowledging the contributions of officers and officials, public, panchayat leaders etc, the DC said that Tezu is able to step in to a new approach of development because of their untiring dedications to work for betterment of the people. He appealed to everyone to restore the peace and unity in the district.

At Lekang Circle, H.N. Dubey, EAC Lekang unfurled the National Flag at Lekang Square amidst mammoth gathering including Chowna Mein, Minister Finance, Planning and PWD.  In his speech, Dubey emphasized that peace and development are the two faces of same coin. “We must maintain peace and harmony in the area to bring prosperity in the region.”   Mein inaugurated the multi-exhibition stalls set up by the students, NGOs, SHGs and various other government departments.

At Wakro,   the 65th Republic Day was celebrated in a befitting manner. Speaking on the occasion, Dakto Riba, EAC called upon one and all to work collectively for peace and progress. The EAC also handed over the awards for meritorious services to two teachers M C Mitra and Sadimso Rangmang, who were awarded with silver and bronze medal respectively by the President of India along with certificates in recognition of their excellent and commendable performance during the population census 2011. The EAC further appealed that the general public, especially the young and intellectuals must join hands to fight for rooting out drug menace from the Society.

The Republic Day was also celebrated at Seppa and other outpost Administrative headquarters of East Kameng district in befitting manner.

At Seppa general ground, Deputy Commissioner Tarin Dakpe unfurled the National Flag. While addressing the huge gathering, he called on the people to uphold the spirit of unity and integrity and to rededicate themselves towards the path of progress and development. Dakpe while dwelling at length on development front highlighted the state Govt. flagship programmes for the welfare of the people. Talking about Arunachal Trans-Highway from Bana to Khodasso, he appealed the concerned PRI members of the area to cooperate with the administration and construction agency for timely completion of the works by resolving local problems if any during the course. He also appealed the teaching community to be sincere in their duties and impart quality education and also called on the Govt. employees to improve work culture. The sports personalities from the district, namely, P. Nobin Jomoh, Black Belt, 4th Dan, Weightlifters Lalu Taku and Sambo Lapung were felicitated during the day. The best enumerators of the Population census of Govt. of India were also felicitated.

At Anini, the 65th Republic day was celebrated with the unfurling of National flag by Rajesh Tacho, Minister of UD, Housing, Town planning and fisheries.

Besides the cultural programme, a exhibition stall was organized by PHED Anini for display of IHHL  (Indivisual house hold latrine ) and other materials under NBA (Nirmal Bharat Abhiyan ). Also FTK (field testing kid) was handed over to panchayat leaders by AE PHED Anini and JE PHED Etalin after awareness campaign meeting at Malinye on January 24 under Etalin circle in Dibang Valley district. Moreover, laptops were given away to meritorious students under CM’s Talent scheme. Trophies and cash prizes were also given to winners of CM’s Trophy.

The Republic Day was celebrated throughout Tawang district with great enthusiasm. At Tawang general parade ground, Deputy Commissioner Abhishek Dev unfurled the National tri-colour on the occasion. Dev highlighted the achievements and progress of various schemes implemented under various departments in the district. The DC Tawang along with ZPC Tawang Jambey Tsering, SP Tawang Devender Arya and ADC Tawang Dr. Tariq Thomas gave away prizes and commendation certificates on the occasion. 51 laptops were also distributed under CM’s Talent award.

In the afternoon, an exhibition football match was played between DC-XI and Forces-XI (combined team of SSB & Army) in which the DC team defeated the Forces-XI by 3-0.

At Roing, the  district headquarter of Lower Dibang Valley district, Deputy Commissioner Shiv Kumar unfurled the national tri-colour in the General Ground. While highlighting the achievements of the Govt. and various developmental works being carried out in the district, he informed that the state Govt. has already provided fund for construction of mini secretariat and CC road in some section of the Roing township and the works are going to be start soon. In the recently conducted Job Mela by the state Govt., 37 students from the district has got training and placement till date and more than 100 candidates would be sent within March this year, he added.  Among others, Rajya Sabha MP Mukut Mithi, Laeta Umbrey, MLA Roing, Gum Tayeng, MLA Dambuk and Sipi Elapra Linggi, Zilla Parishad Chairperson and GBs also attended the  celebration.

At Dirang, while unfurling the national flag at Lopon Stadium during the Republic Day celebrations, Additional Deputy Commissioner D. Riba said ‘Dirang is a much sought after tourist destination point.” He urged upon the denizens to maintain this brand name and attract more tourists by keeping the town neat and clean.

While spelling out the achievements of all the line departments, the ADC advised the shopkeepers and consumers to shun polythene bags, informed of relocation of the slaughter house from the main market to another shed constructed by the UD department near PWD colony, urged proper parking of vehicles at the market place to ease congestion, maintenance of the famed ‘Hot-Water Spring’ and the Inspection Bungalow and Circuit House and desisting hunting and encroachment of Govt. land.

DRS International School, Itanagar  and  Govt Higher Secondary School, Naharlagun also celebrated the Republic Day in  their respective school premises amidst the  gathering of students, parents and guardians and faculties.

ITANAGAR, Jan 27: The separation of judiciary from executive in Arunachal has been one of the long pending need felt by every section of society. Often it has been found that politicians taking undue advantage of situation manipulate law by putting pressure on executive magistrates to release criminals who are either their voters or supporters.  The rampant abuse of judiciary system has caused uproar and civil society group including NGOs, student unions have been demanding immediate separation of judiciary from executive.

 In what could be termed as new era in the judicial system of state, the government of Arunachal has finally begun separation of judiciary from executive.

In a notification published on 6th January 2014 Chief Secretary HK Paliwal on behalf of governor of Arunachal issued order in this regard. The notification read, “Consequent upon the appointment of five Chief Judicial Magistrate cum civil judge (Sr. Division) and five judicial magistrate-cum-civil judges (Jr. Division) by the state government and subsequent posting of the officers and vesting of powers in them by the High Court vide series of notifications, the Governor of Arunachal Pradesh in consultations with the  High Court is pleased to order that the deputy commissioners where the said judicial powers are posted shall transfer all pending cases (both criminal and civil) to the courts of CJM and JFMC for trial and disposal. However in all the places where judicial officers are not posted, the executive magistrate vested with powers of judicial magistrate shall continue to exercise judicial power only in respect of bail and remand matter.”  As part of process, the East Kameng Deputy Commissioner on January 24 transferred all the criminal and civil cases to the Chief Judicial Magistrate cum-civil Judge Senior Division Seppa. This was done in compliance with the Govt notification.

Meanwhile Arunachal Law Students Union (ALSU) which has been fighting since decade for early separation of judiciary from executive has welcomed this move of government. “This is good initiative by state government and sure it will have strong impact on judiciary system of state. However it’s early days and until judiciary is completely separated, we cannot rest on these laurels. We further appeal government of Arunachal to constitute Law Commission at the earliest,” stated Tadar Tarish, President, ALSU. Talking to this daily, Dani Belo, under secretary (law and judicial), informed that separation of judiciary from executive has begin with this step. “CJM (Sr. Division) has been posted at Yupia, Aalo, Ziro, Seppa and Roing. JMFC cum junior division civil judges is being posted at Yingkiong, Daporijo, Naharlagun, Khonsa, Naharlagun and Tawang. Except Naharlagun, in all the places the newly appointed judges have joined and have started discharging their duties,” said under secretary.

He further added, “We have 12 more districts to cover and hopefully it will be done in near future. But we all have to understand the fact that it is not an easy process and takes time. The entire exercise is being done under the supervision of Supreme Court of India.”

 

 

Electoral rolls of 56 constituencies published

ITANAGAR, Jan 27: The electoral rolls of 56 Assembly constituencies in the state baring four of Kurung Kumey have been published today. This was informed by the Chief Electoral Officer C B Kumar today at a press briefing at the state Nirvachan Bhawan.

The rolls have been published after more than three months of rigorous and structured exercise of summary revision, these rolls are available to all stakeholders including citizens, political parties, and others.

Against 692261 electors on Oct 1st 2013, the final number of electors stands to 704399 with 353268 male and 351131 female. This is an overall increase of 1.75 percent from the last electoral rolls. There is an addition of 38,426 new electors of which 18500 are males and 19926 females this year out of which 15223 are in the age group of 18-19 with male 7639 and female 7584.  Women have outnumbered men as electors in Tawang, East Kameng, Papum Pare, Lower Subansiri, Upper Subansiri, West Siang, East Siang and Dibang Valley districts.

 During summary revision, special emphasis was given on the purification of electoral roll by following due process at the level of electoral registration officer in each of these constituencies. In this direction, using technical interventions, a total of 9267 duplicate names got deleted. In total 26288 names have been deleted from the previous electoral rolls.

District-wise, Dibang valley has seen the highest increase of 9.79%, whereas Papum Pare has witnessed a decrease of 1.58% in the number of electors. The E.P. ratio of the state is 506 as against 474 in 2013. The gender ratio is now 996 as against 988 in 2013.

The final date of publication for the remaining four constituencies in Kurung Kumey district is Jan 30th.

Arunachal go down fighting 1-3 to Manipur

ITANAGAR, Jan 27: Arunachal Pradesh went down fighting 1-3 to Manipur in their opening match in the 68th National Football Championship for Santosh Trophy (Northeast Zone) in Aizawl, Mizoram today.

Manipur took the lead within five minutes of the match and were leading Arunachal Pradesh 1-0 in the first half, told Coach Tarh Juna over telephone today evening. Arunachal restored parity in 65th minutes with goal from Gobiso Dry. However, Manipur scored two goals in quick succession within the last 10 minutes to ensure victory (3-1).

Meanwhile, Juna blamed a last moment pull out of selected players and lack of proper training/coaching for players as main causes of the defeat.

He said that atleast nine selected players have pulled out hours before the team’s departure which has badly affected performance of the team. Further, the team was selected in hurry after the end of 13th Tadar Tang Memorial Football Tournament without conducting any training or coaching for the players.

“You can’t expect performance under such circumstances,” Juna lamented.

“Further, our inexperience in playing on artificial grass and under floodlights cost us the match,” he added.

Arunachal will play against host Mizoram on January 29 before taking on Nagaland in their last match on January 31.

 

 

Governor meets prominent citizens at  ‘at home’ function

ITANAGAR, Jan 27: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma was 'At Home' with distinguished citizens of Arunachal Pradesh and school children at Raj Bhavan here on the occasion of Republic Day. The invitees from different walks of life attended the ceremony to greet the Governor and First Lady of the State.

The entire Raj Bhawan, especially the Northern Green was specially decorated to receive the distinguished gathering. Flower beds of the Bhawan filled with blooming flowers of different species enriched the festivity. Raj Bhawan officials and school children from various schools in the traditional attires were there to receive the guests, adding colour to the event.

The 'At Home' function began as the Arunachal Pradesh Police band from Police Training Center, Banderdewa played the National Anthem.

Chief Minister Nabam Tuki, Speaker of State Legislative Assembly Wanglin Lowangdong, elected representatives, senior officials, social workers, educationists, intellectuals, senior citizens, distinguish achievers, NCC and Scouts and Guides were present at the function.

Over a high tea, Governor and First Lady of the State Jyotsna Sharma interacted with the gathering. They also interacted with ex-servicemen. The school children, NCC and Scouts and Guides had a field day as they took the opportunity to meet the Governor and the First lady.

Prizes to winners of the painting competition which was organized by the Raj Bhawan to commemorate the 65th Republic Day was given away by the First Lady on the occasion.

In the senior group, Master Ajay Singhi of Govt. Higher Secondary School, Itanagar received the first prize, while Master Nabam Hania of Gyan Ganga Vidhyapeeth, Itanagar received the second prize.

NDC team calls on CM

ITANAGAR, Jan 27: A team of 16 officers from the National Defence College (NDC), led by its Secretary Brig J K Sharma, this evening called on Chief Minister Nabam Tuki at his official residence here. The informal interaction was also joined in by Chief Secretary H K Paliwal, Commissioner to CM K R Meena and State Protocol Officer Dani Sulu.

Brig Sharma informed the Chief Minister that the team from NDC is on a routine tour of developing states to study the socio-political progress. While few other teams were touring states like Chattisgarh, Uttar Pradesh, etc, this team is on a four-day study trip to Arunachal Pradesh.

According to Sharma, the NDC team plans to have intensive discussions with policy makers, officers and stakeholders on the policies and programmes of the state government and their implementations. The team also has plans to visit Tawang and Mechuka during the trip if the weather permits.

He further informed that after the tour, the NDC officials will have elaborate in-house discussions on their ‘inputs’ and then submit a report to the central government besides giving a feedback on their findings to the state government, which subsequently will facilitate the government to frame strategic policies and programmes for welfare of the common people as well as progress of the state on all fronts. When queried, Brig Sharma clarified that the tour is to specifically study the socio-political progress of the state concerned.

While welcoming the NDC team to Arunachal Pradesh and wishing them a pleasant stay in the state, the Chief Minister wished that they could visit remote border villages of the state. He reiterated the issue of developing border areas so that local populace of the region does not migrate to urban areas in the plains leaving the border regions uninhabited.

“While only about 30 percent of the border region are guarded by our security forces rest 70 percent are manned by the local populace. In such places our borders are in place only because of the local population in villages. If they move out then our borders will be thrown open with nothing to mark or claim as our territory. Therefore, it is a must that we provide all basic facilities to our border villages,” he asserted and expressed hope that the NDC team will find space to mention the issue in their report.

Meanwhile, on behalf of the Commandant of NDC, Vice Admiral Sunil Lanba, Brig Sharma presented a memento to the Chief Minister carrying the NDC logo and slogan.

Based in New Delhi, the NDC was inaugurated by the then Prime Minister Pt Jawaharlal Nehru on April 27, 1960. The College provides future decision makers with necessary skills and background for filling senior positions national security and associated fields. Incidentally, Governor Lt Gen (Rtd) Nirbhay Sharma is an alumnus of NDC.

 

 

Orgs mourn Deepti

ITANAGAR, Jan 27: Messages condoling the death of Deepti Apang, wife of former chief minister Gegong Apang, continued to pour in from various quarters.

Expressing grief and sorrow over her untimely death, former MLA Nani Ribia in a condolence message to her husband Apang said: It is very sad to know that Deepti Apang is no more.  She was a very active social worker and caring mother.

“Her untimely death is an irreparable loss to Adi community in particular and the society as a whole,” the former MLA said and prayed to almighty Donyi-Polo to rest her soul in eternal peace and give strength to her bereaved family to endure the loss.

“Style and beauty in traditional outfit in every field was her specialty”. Service and sacrifice were her professions,” said Irki Yayi Film Society Arunachal Pradesh said in a condolence message adding that the Society will remain indebted to her contributions.

Boh Ramo Bokar (Adi) Elite Society of Mechukha Sub-division deeply mourned the untimely demise of Late Deepti Boko Apang. “Deepti was a very simple and loving personality with amiable nature and served the people with utmost sincerity and dedication. She always took immense interest in showcasing the traditional art and culture of the Mechukha Adi in particular and Adis in general. Her untimely and sudden demise is a great loss for Adis in particular and Arunachal Pradesh in general,” Boh Ramo Bokar (Adi) Elite Society of Mechukha sub-division said in a condolence message.

“She was a humble and a loving person and her untimely demise has created vacuum in the society which will be difficult to fill. Further, her contributions for preservation and promotion of age-old traditional art and culture will always be remembered,” Adi Baane Kebang said in its condolence message.

Arunachal Vikas Parishad (AVP) in a condolence message said: “She was a staunch follower of Donyi Polo Ganggiing and active member of Donyi Polo Yelam Kebang and Sanskar Bharati. In her leadership and guidance the new generation performed unique fashion show and mega dance in Silver jubilee of DPYK in 2011.”  The vacuum left by her death will be difficult to fill, AVP president Pratik Potom said.

The All Libo Ramo Bokar Welfare Society (ALRBWS) has expressed deep shock and grief over sudden demise of Deepti. Describing her demise as great loss not only to the Adi society but also entire state of Arunachal Pradesh, ALRBWS stated the void created by her demise can never be filled.

The Donyi-Polo Mission has deeply mourned at untimely demise of Deepti Apang. The Mission conveyed heartfelt condolence to the bereaved family.

 

 

East Kameng team for State Level Boxing C’ship

ITANAGAR, Jan 27: An 11-member team including a technical official from East Kameng district will participate in the first ever State Level Boxing Championship scheduled to be held at Khonsa, Tirap from January 30 to February 1.

The team headed by East Kameng Boxing Association general secretary Paul Natung will be leaving for Khonsa on January 28.

PRIs can play a significant role in generating revenues: Jaiswal

PASIGHAT, Jan 27: For a vibrant local authority system and promotion of bottom-up socioeconomic development we have to enhance revenues with self-financing efforts in local government authorities, stated Fantry Mein Jaiswal, the Chairperson of Arunachal Pradesh Finance Commission (APSFC) while interacting with the PRI leaders of East, West and Upper Siang districts at the DC’s conference Hall in a consultative meeting held today.

Addressing the meeting Jaiswal said, “PRI functionaries are potentially very important for the state as they could play a significant role in generating revenue and encouraging civil involvement, as well as creating a visible link between revenues and service deliveries.”

Jaiswal after daylong brain-storming discussions stated that Arunachal Pradesh is yet to create an up-to-date information base on promising resources to devise strategies to effectively mobilize revenues to strengthen local governance. The main objective of the meeting was to gather ideas and scopes for generation of resources and recommend to the government for further approval and course of action which would come into effect from April 2015 next making the PRIs financially strong and independent, she assured.  

The ZPCs, ZPMs and Anchal Chairpersons of three districts unanimously resolved two major points that are before empowering the PRIs to generate revenues; proper infrastructures should come up with strategies and government directives. All the PRI members expressed their satisfaction over the conduct of the meeting and further unanimously suggested to provide ‘Local Area Development’ funds for PRIs like MPLAD and MLALAD to bring real developmental and constructive activities at grass-root level.

Earlier, the DPDO Rajesh Panyang who presided over the meeting told the members that the state government is interested in making the State PRI an institution which is financially strong and independent and which is able to fund its own developmental activities at local level by mobilizing local resources. Collect more revenues to get more helps from the government, stated Panyang in his address. Taloh inaugurates training on Malaria control for CHVs

PASIGHAT, Jan 27: A two days training programme on prevention and control of malaria was organised by Voluntary Health Association of India (VHAI) in collaboration with the District Vector Borne Disease Control Programme Society (DVBDCPS), East Siang District for the Community Health Volunteers at the Community Hall, Boleng on January 24 and 25. The training took place under the Intensified Malaria Control Programme – II (IMCP II) supported by GFATM- R9. IMCP-II is an ongoing project in various districts of North East India from the year 2010 and is functioning in the Private Public Partnership model, between National Vector Borne Disease Control Programme and Caritas India Consortium. Altogether 26 Community Health Volunteers (CHVs) from newly selected 26 villages of Boleng and Pangin blocks attended the workshop on Malaria.

Over 200 school children and local community leaders were also present where an information dissemination programme on prevention and control of malaria was conducted.

The two days training program was formally inaugurated by the Minister Industries Tapang Taloh.

Speaking on the occasion, Taloh appreciated the efforts of VHAI and DVBDCPS to build capacities of local youth in combating malaria in the area. Citing the example of Nobel Prize recipient Mother Teressa, the minister said we have to learn a lot from her deeds who devotedly worked for sick and needy poor people as a Community Health Volunteer.

Taloh stressed that as health is a cross cutting component in all aspects, special attention is to be provided in controlling malaria as it directly affects economic growth of people and community at large. He urged the youth involved in this programme to be fully involved in this programme to make it a success.

ADC Boleng who attended the program as Guest of Honour said that the administration is always in ready to extend helping hands to any organization who worked for Health Care Services for the people of Boleng – Pangin areas. He congratulated the Community Health Volunteers for getting selected by their respective influential persons of every village. The CHVs should work enthusiastically for their own village community as all are their family members, friends and relatives. He also appreciated the VBDCPS, East Siang District and VHAI for organizing such trainings in the subdivision.

Earlier, Dr. Tarik Talom, DVBDCPO while welcoming all dignitaries and participants said that the overall objective of the training is to impart knowledge and develop skills across the community and to empower the community to bring about community participation in implementing programme interventions effectively at all levels. He added that the government of India with the help of Global Fund have many sub headings in the strategy to bring down the morbidity and mortality due to malaria more so in North Eastern part of India. He informed that the CHVs will be trained on prevention, control, diagnosis, treatment and Behaviour Change Communication on prevention and control of malaria. One CHV is based in per village so that immediate health care services at the grassroots levels are available to the community. CHVs are trained to make blood smears and test a person having fever with Rapid Diagnostic Kits for Malaria and authorized to provide treatment as per the National Guideline of Malaria treatment.   

Rehana Rehman, Regional Project Manager, Guwahati, IMCP II, VHAI in her speech said that malaria is one disease which can be controlled at the community level itself. This is only possible with the involvement of local people and by generating awareness of prevention and control of malaria. Hence, role of CHVs are very important in this remote place. She also anticipated continued support of the DVBDCP and all stakeholders joining hands to prevent and control malaria in East Siang district. Anganwadi workers urged to work with dedication

ITANAGAR, Jan 27: Arunachal Pradesh Building and Others Construction Workers Welfare Board Chairman Jalley Sonam urged the Anganwadi workers to be sincere and dedicated in their service to nation and the state. He was addressing the august gathering at the  general meeting of All Arunachal Pradesh Anganwadi Workers & Helpers Union held today at Nikum Niya Hall Nirjuli.

Stressing on the role of Anganwadi workers in the rural areas he said that every Anganwadi worker has great responsibility to play significant role in dealing with mal-nourished children in the rural areas. On the various issues and problems being faced by the workers he sought full cooperation from the workers to re-address the issues.  The chairman asserted that if the workers remained united the problems can be solved in days to come.

Erosion poses threat to medicinal garden; no protection measures

PASIGHAT, Jan 27: Massive erosion posed by Sibiya river flowing down from northern hill site is posing serious threat to ‘Medicinal Garden’ at Serum under Mebo sub-division in East Siang district, which was set up by The Pasighat Forest Division (T) in early 2012.

The medicinal garden was one of the two plantation projects implemented under National Medicinal Plant Board (NMPB) in the district. It were established inside degraded forest area,which covers a total 59 hectares.

The medicinal garden at Serum near Serum village covers a plot of 30 hectares land wherein six medicinal species including Bhatgila (Oroxylum indicum), Amla, Agar (Acquilaria agallocha), Aloe vera, Sarpagandha (Rauwolfia serpentina) and Peepli (Piper longum) are luxuriantly growing.The location another garden is adjacent to Komolighat-Mebo link road passing through Mebo Reserve Forest.

The first phase works including construction of boundary fencing, cleaning and planting of seedlings while second phase fund includes maintenance of the garden including replacement of casualty and weed management.

As per schematic provision, the implementing agency is responsible for plantation, protection and production of the herbal resources, while its transportation, processing and trading measures are owned by the corporation.

Located on left bank of Sibiya river aside Mebo –Dhola PWD road, the medicinal garden, if protected may play an important ecological role as Daying Ering Wildlife Sanctuary is located just across the river.

Although erosion by the river is posing serious threat to the garden besides gripping a large area of forest land and adjoining human habitation neither the forest nor water resource department is taking any anti- erosion measure for protection of the area.

Where is DGP of Arunachal Pradesh Police?

Dear Editor,

Through your esteemed daily, I would like to draw the attention of concerned authorities of police department as well as Chief Estate Officer, Itangar capital complex that rampant encroachment is going on in police colony, Vivek Vihar. Some of the civilians without prior notice have dismantled our bathrooms and toilets and left us in peril. Not only this, there is no one to look into our grievances. Since August some group of people have been threatening our kith and kin to vacate the said place. Even if we vacate the place then where will we go? Are there sufficient governments quarters to accommodate us? Everyone is well aware of high rent in capital complex. If our houses will be demolished then many problems will come. Where is DGP? Has he ever visited police colony to take personal note of problems being faced by men in uniform? How one can perform duty efficiently if a person is in such dilemma? Interestingly, some people are even trying to capture government quarters, which I think is a common phenomenon here. This type of self-centered attitude will never bring development but it would push us back into the primitive stage. A defense area must have proper boundary wall and check gates at appropriate place. But unfortunately our authorities are not at all concern about it. Had it been compound of paramilitary forces, such thing would have never happened. Why the concerned authorities have become mute spectator? This type of least bothering attitude from your side really makes the situation complicated. If men in uniform are not safe, then how can you assure the safety and security of public? I think this is a million dollar question for you people. Lastly, a high expectation from media houses, various political parties and civil societies to put forward helping hands to eradicate encroachment from Police colony and make it a better place to live.

No public hearing please

Negating many scientific warnings our Govt. is adamant in planning many hydro power projects to bring tribal holocaust. Despite failures in the previous public hearings GoAP is repeating blunder of calling a public hearing on 31st January 2014 at Pasighat for hydro power development. This public hearing is illegal as it should have been scheduled somewhere in Pangin Boleng, Pessing or Pangkeng and there’s no point in making Pasighat the venue. Yingkiong DC informed that those who don’t possess voters ID card shall not be allowed to attend the gathering.

It must be noted that people for long have been protesting the project and it will continue to do so. The anthem of the Congress Govt. is “congress ke hath aam admi ke saath” then why it is trying to bring turmoil in the land. Why it is deaf to the voice raised by the land owners those who would be affected.

Since DC East Siang is taking tireless interest in conducting public hearing then Nidhi Srivastava must choose the right venue, right programming and submit the right assessment to the power monger Govt.The officer also must go through the history of the land, people, its culture, economy along with people’s response to Dam. Many hearings have been utter failure so far. People of Assam, the downstream affected to Tuting, condemns the call for hearing. The people of upstream shall not attend the hearing in protest and Govt. might use draconian tactic using military to fulfill its mission which is out-dated and colonial-era law that breach contemporary international human rights standards. But the people also are prepared to meet any tough consequences.

Why such a haste in

recruitment process?

Through your esteemed daily I would like to show my resentment over recent advertisement for the recruitment of the technical assistance under Panchayati Raj. I would like to question the concerned authority, what’s the necessity of conducting recruitment hastily? Will they be able to actually recruit the most efficient one by just conducting an interview of 5-10 minutes? Is it that the authority concerned are under political compulsion? As an aspirant and concerned citizen I would like to appeal authority to kindly reconsider the advertisement, take some time in recruiting and give the aspirants some more time as there are many who will be outstation because there is an exam popping up (Gate 2014 on 2nd Feb).

Through your esteemed daily I would like to place my inner appreciation to the participants representing the state for Republic day celebration 2014 at national capital New Delhi. The Rikam Pada performance was truly wonderful and it will remain in history forever that a Niyshi cultural team participated. I felt really grateful to see Rikam Pada Dance on national television and am sure crores of viewers have watched it. Now the Rikam Pada dance has become popular nationwide. Earlier I saw this dance being performed only, to well come the chief guest in various events. After watching it on national television I realize that it’s a song and dance of our culture, one must preserve it and pay respect. One must remember contribution of people like Bengia Tabb, Bamang Loram and legendary artist Taba Yall Nabam. We are ever grateful to you all for rendering service  to our community.

Dont distort the facts

Dear Editor,

This is apropos to the letter published in your esteemed daily under the heading “The other side of the Story“ published on 23rd Jan’ 2014 by one Mrs Yem Tayeng Padoh with regards to the assault on me by her husband Mr Tageng Padoh presently serving as Chief Judicial Magistrate at Seppa.

As the content of the letter gave a distorted and misleading facts and I, being the victim would like to present the true facts of the incident, where I was abused, threatened, attempted to mishandle me physically and was deterred to discharge my official duty. On 24th of December, 2013, as per the roster, I was discharging my duty with utmost sincerity and dedication from 2PM – 8PM. At precisely 2.55pm a case of alleged suicidal (hanging) patient was brought to the casualty in very critical state. Wasting no time, I immediately put all my efforts to revive the patient. I employed mouth to mouth breathing and cardiac massage in a desperate attempt to save the life of the patient. At the same time, I sent my hospital staff to call Medicine Specialist for his further valuable and expert opinion and advices. Unfortunately patient couldn’t be revived despite of our all available services and efforts employed. Meanwhile, a call was made to police for necessary medico – legal formalities. After completing the requisite formalities, I came out of casualty ward along with Medicine Specialist and turned towards labour room where I spotted and called the attendant of patient with a post delivery acute urinary retention, who has arrived just prior to suicide case and whom I had asked to wait to attend the hanging case. In presence of that patient attendant I have discussed with the Medicine Specialist and sought his expert opinion nearby the labour room.

After having the discussion with Medicine Specialist and seeking his expert opinion and advices, I returned back to EMO room to attend other patients. Then I realized that I have left my stethoscope and EMO patient register in the casualty ward while attending the case of hanging patient. Having realized so, I went back to casualty ward to fetch it as it was needed for other patient. The moment I sat on the chair, a man (Mr.Tageng Padoh) entered the room and straight away shouted at me telling me that I was not present in the EMO room. On hearing so, I politely explained to him about my pre-occupation with a critical case in the casualty ward. Inspite of my explanation he continued his argument in a very harsh tone and started passing comments like I was not wearing apron, I was not hanging my stethoscope around the neck and word Doctor was not written over my forehead etc. He further became more aggressive and furious and passed comment that, do you think you are the only Doctor in this world who is sitting on this chair and feel very proud of yourself being a Doctor? Then I replied that I am simple MBBS Doctor, discharging my duty with all sincerity and dedication to earn the livelihood for my family and myself. On hearing my reply he shouted with the word “You Salla” and banged the table and uprooted it with his hand and suddenly pushed it towards me. It narrowly missed me as I slided back with the help of wheels in the revolving chair. He further rushed towards me with lifted arms and tried to assault me, then a lady (his wife) came from behind and pulled him out of the room and took him away. While going out from the room he shouted at me with finger pointing towards me, “Do you know, who am I?” I can do anything to you.

Through your esteemed daily, I like to reiterate that at no point of time Mr. Tageng Padoh told me about his illness and his purpose of visit to the EMO room. Rather he entered the EMO room and started charging me of not being present in EMO room and did not permit me to carry on with my official duty to attend to other patient. Mr. Tageng Padoh abused, insulted, attempted to mishandle me physically and left with a warning of dire consequence.

Therefore, the whole story by Mrs. Yem Tayeng Padoh is completely misleading on the following ground:-

i. Her Husband at no point of time told me about the purpose of his visit to EMO room. He came and questioned me about my absence from EMO room, which I politely answered, and then he abused me, insulted me, and then tried to physically mishandle me and left threatening me of dire consequence. The question of denial of treatment does not arise.

ii. Her Husband lodged a FIR on 25th Dec’2013. I informed my controlling Officer DMO about the incident on 24th Dec’ 2013 and submitted my FIR on 26th Dec’ 2013 and registered on 27th Dec’ 2013 at Police station Aalo. Mr Padoh wrote a complaint letter to the Secretary, Health and the DMO on 27th Dec’ 2013 seeking termination of my service. However, mentioning that Show-cause notice has been issued against me is not correct. How can the victim be issued show-cause notice more so when I was discharging my duty? She has intentionally fabricated the incident and the date of Mr. Padoh’s complain to be as 26th Dec’ 2013. This is done to suit their cooked up story. Record reveals that Tageng Padoh had subsequently manipulated the date of submission as on 26.12.2013 which is contrary to the date affixed as 27.12.2013 in his complaint letter submitted to the DMO, Aalo.

iii. Although stated by Mrs. Yem Tayeng Padoh with oblique motive, being the daughter of Sri Talong Taggu, Ex MLA and daughter-in-law of Er. Ogam Apum, former Chief Engineer (Power) has nothing to do with the present incident. My parents and my in – laws have lived their life with dignity. Dragging the name of family elders by Mr.Tageng Padoh or his wife is nothing but only to distract the issue to cover the misdeed of Mr.Tageng Padoh with malafide intention, who as a learned Judge is looked up as the epitome of justice. Mrs. Yem Tayeng Padoh seems to imply that the high profile people have an attitude like that of her husband Mr. Tageng Padoh,(CJM).

In pursuance to the FIR submitted on 26.12.2013 and registered on 27.12.2013, a criminal case bearing Aalo PS case No. 134/13 u/s 353 IPC has been registered. The Aalo police attempted to arrest Mr. Tageng Padoh but he absconded. Mr. Tageng Padoh obtained interim anticipatory bail on 06.01.2014 and was granted regular anticipatory bail on 22nd Jan’ 2014 by the Addl District & Session Court, Basar. I being a lady, Mr. Tageng Padoh have threatened me of dire consequences and trying to influence the authorities to terminate me from my service. The illegal activity, language used and behavior exhibited by him is highly condemnable being egoistic and un-becoming of a Judicial Officer. How can general public expect just and prudent judicial decision from a Judge like Tageng Padoh.

The matter has been reported to the Gauhati High Court and probably the matter shall be placed before the Administrative council of the High Court for further disciplinary proceeding. Being an accused person in a criminal case, he should be debarred from discharging judicial function as the Chief Judicial Magistrate by placing him under suspension.

Ensure 24/7 service

In a move to improve the security apparatus in and around capital complex, Chief Minister Nabam Tuki recently flagged off 5 police control room (PCR) vans  to effectively deal with the situation of crime and law and order. These 5 PCR Gypsy’s will be available at their red alert points in Itanagar and Naharlagun round the clock to quickly respond to incidents of crime and law and order.  Any member of public can call PCR at Toll free No. 100 and these PCR Vans will respond to the call with speed and efficiency. This is a very good initiative by state government and will act as boon to capital police.

The incidents of extortions, robberies and serious crime have risen in Capital Complex in recent years. There was an urgent need to tackle the rising crime and sure addition of 5 new PCR Vans will help in this regard. However the police department has often complained that they are not provided enough fuel to run the PCR Vans. Also sufficient funds are not provided for maintenance of vehicles by the concern authorities. The govt has to understand that just providing new PCR Vans their job does not end. They have to ensure that these Vans keep running throughout the year without any hitch.
